Establishing a Blue Ribbon Commission on Health Improvement and Disease Prevention; providing for the membership, purpose, chair, staff, and reimbursement of the Commission; requiring the Commission to consider and make recommendations on specified incentives; requiring the Commission to report its findings and recommendations to the Governor and General Assembly; etc.
