Requiring Prince George's County to grant a tax rebate to the City of Laurel equal to the full amount of any county property tax paid by city residents to fund county bus service; authorizing the City of Laurel to use the tax rebate to fund bus service for the greater Laurel area; and applying the Act to tax years beginning after June 30, 2010.
