Synopsis:

Requiring each county or municipality to establish a stormwater user charge; establishing the purpose of a stormwater user charge; requiring a county or municipality to collect a stormwater user charge and use it to fund specified stormwater management activities; requiring a county or municipality to set the amount of a residential or a commercial stormwater user charge in a specified manner; prohibiting a county or municipality from assessing a stormwater user charge on specified State-owned property; etc.
