Requiring the Department of the Environment to provide an opportunity for a contested case hearing under specified circumstances; altering specified public hearing and notice requirements; establishing an Environmental Leadership Group; establishing the membership of the Group; requiring an applicant for a specified permit to prepare and submit an environmental impact statement to the Department; etc.
