Department of the Environment - Licensing and Permitting Prohibited for Mountaintop Removal Coal Mining

Synopsis:

Adding mountaintop removal coal mining to the list of activities that are included in the definition of surface mining; prohibiting the Department of the Environment from issuing or renewing a surface mining license to an applicant who would engage in mountaintop removal coal mining; requiring the Department to deny a surface mining permit to an applicant who would engage in mountaintop removal coal mining; and defining "mountaintop removal coal mining".
