Synopsis:

Establishing a Maryland Clean Energy Loan Payment Program to provide financial assistance to residential and commercial property owners for energy efficiency and renewable energy projects; authorizing a residential or commercial property owner to repay a specified loan through a clean energy surcharge on the owner's property tax bill; authorizing the State to impose a clean energy surcharge on specified property; etc.
