Establishing the Maryland Veterans Trust Fund within the Department of Veterans Affairs to be used to provide grants and loans to veterans and their families who are in need; requiring the Comptroller to include a checkoff on individual income tax forms for voluntary contributions to the Fund; requiring the Secretary of Veterans Affairs to adopt specified regulations and submit a specified annual report; etc.
