Synopsis:

Prohibiting any increase in the total of State budget appropriations for specified fiscal years over the total appropriations for the preceding fiscal year; limiting the increase in the total of State budget appropriations in specified fiscal years to no more than the growth in inflation and in the State's population over a specified period; submitting the amendment to the qualified voters of the State of Maryland for their adoption or rejection; etc.
