Synopsis:

Establishing the Minority Environmental and Land Trust for specified purposes; establishing a Board of Trustees; establishing the powers and duties of the Trust; requiring the Governor to appropriate specified funds to the Trust; requiring specified State agencies to provide funds or in-kind services to the Trust; and requiring all money received by the Trust to be deposited and invested in a specified manner.
