Synopsis:

Requiring specified State entities responsible for the management of specified funds to attempt to use minority business enterprise brokerage and investment management services firms; specifying that brokerage and investment management services shall include services related to specified asset classes under specified circumstances; requiring the entities to adopt specified guidelines and to submit an annual report relating to minority business enterprise brokerage and investment management services firms; etc.
