Requiring the State Lottery Commission to regulate the operation of specified video lottery terminals at specified horse racetracks in the State; requiring the Governor to appoint a member of the State Racing Commission as a liaison to the State Lottery Commission; altering the membership of the State Lottery Commission; specifying requirements for members of the State Lottery Commission; requiring the Governor to appoint a member of the State Lottery Commission as a liaison to the State Racing Commission; etc.
