Altering the definition of dental hygiene to include the administration of local anesthesia under specified circumstances; authorizing the State Board of Dental Examiners to adopt specified regulations governing the administration of local anesthesia; altering the authority of the Board to adopt specified rules and regulations concerning the administration of local anesthesia by licensed dental hygienists; authorizing licensed dental hygienists to administer local anesthesia under specified circumstances; etc.
