Requiring the Maryland-National Capital Park and Planning Commission to establish and maintain a retirement system for specified employees; authorizing the Commission to establish and maintain a retirement system for specified employees; requiring the Commission and the employees of the Commission to make specified contributions; providing that the rate of contribution of the Commission is based on the annual actuarial valuation of the system and may not be less than the rate of contributions of a full-time employee; etc.
