Providing that, in Montgomery County, a developer is not required to grant extended leases covering more than 50% of the units within a condominium to designated households; authorizing Montgomery County or an incorporated municipality within the county to grant an extended lease under specified circumstances; authorizing Montgomery County or an incorporated municipality within the county to provide for an election by the tenants for rental property being converted to a condominium under specified circumstances; etc.
