Synopsis:

Requiring a claimant or plaintiff to file a certificate of a qualified expert attesting to specified information for each defendant in a health care malpractice claim or action under specified circumstances; requiring that a health care malpractice claim or action be dismissed without prejudice, as to a defendant, if a claimant or plaintiff fails to file a certificate of a qualified expert under specified circumstances; etc.
