Synopsis:

Authorizing the district council for Montgomery County to authorize the Montgomery County Planning Board to impose a $500,000 maximum fine for a specified continuing violation; specifying criteria that the district council must consider in establishing a specified schedule of fines; and increasing to $1,000 a specified maximum fine.
