Requiring a certificate of a qualified expert for each defendant in specified causes of action; altering specified provisions relating to the amount of time an expert may devote to specified activities; allowing the introduction and consideration of specified evidence relating to damages under specified circumstances; requiring a court to appoint a neutral expert under specified circumstances; etc.
