Synopsis:

Proposing an amendment to the Maryland Constitution relating to the establishment of the right of a party who did not seek review by a circuit court in banc to appeal to the Court of Special Appeals from an adverse decision by the circuit court in banc; providing that the procedure for appeals to the circuit court in banc be provided by the Maryland Rules; and submitting the amendment to the qualified voters of the State of Maryland for their adoption or rejection.
