Proposing an amendment to the Maryland Constitution to authorize Montgomery County to modify, through charter amendment, the number of signatures required for petitions proposing charter amendments to any number not exceeding 10% but not less than 5% of the registered voters of the county; and submitting the amendment to the qualified voters of the State of Maryland for their adoption or rejection.
