Creation of a State Debt - Maryland Hospitals

Synopsis:

Authorizing the creation of a State Debt not to exceed $5,000,000, the proceeds to be used as a grant to specified Boards of Directors of specified hospitals for specified development or improvement purposes; providing for disbursement of the loan proceeds, subject to a requirement that the grantees provide and expend matching funds; prohibiting the use of the loan proceeds or the matching fund from being used for sectarian religious purposes; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.
