Renaming the Mortality Review Committee the Mortality and Quality Review Committee; requiring the Developmental Disabilities Administration to adopt regulations to define "serious incident"; requiring the Committee to make findings and recommendations on the prevention of serious incidents and systemic quality assurance needs; allowing the Committee to authorize a follow-up review; etc.
