Requiring specified transfers from the General Fund to the transfer tax special fund beginning in fiscal year 2007; specifying the amount of the annual transfer; requiring the Governor to submit a repayment plan by December 1, 2005, to the Senate Budget and Taxation Committee and the House Appropriations Committee; etc.
