Requiring a nursing referral service agency to obtain a license from the Department of Health and Mental Hygiene prior to operating specified agencies; requiring specified applicants to meet specified requirements; requiring specified agencies to institute a complaint investigation process; requiring a nursing referral service agency to apply for a criminal history records check or request a background check; requiring the Department to issue a license under specified circumstances; etc.
