Prohibiting the Mental Hygiene Administration from closing, downsizing, consolidating, or selling the Crownsville Hospital Center on or before June 1, 2006, unless specified requirements are met; requiring the Administration to conduct or commission a study regarding the Crownsville Hospital Center; and requiring the study to make a determination about specified issues.
