Establishing and providing for the membership of the Baltimore City Public School System Authority; terminating the Baltimore City Board of School Commissioners until a specified date; declaring that because of the fiscal emergency in the Baltimore City Public School System and in order to ensure the return of fiscal solvency to the school system, the General Assembly finds that it is necessary to create an Authority to exercise, until December 31, 2005, the rights, duties, powers, and responsibilities formerly performed by the Commissioners; etc.
