Increasing the maximum allowable aggregate amount of outstanding and unpaid consolidated transportation bonds and bonds of prior issues; including the average annual capital program of the Motor Vehicle Administration in the calculation of the maximum allowable level of specified fees; repealing the termination of the Maryland Trauma Physician Services Fund; etc.
