To the Members of the General Assembly

Ladies and Gentlemen:

Pursuant to the provisions of Article II, Section 17 of the Maryland Constitution, the Senate of Maryland and the House of Delegates have overridden the gubernatorial vetoes of the following 2003 bills:

SB 78
Chapter 1
Retirement and Pensions -- Baltimore City Child Support Enforcement Employees
Providing service credit to specified members of the State Retirement and Pension System for the time the members were employed by a private vendor to provide child support enforcement services in Baltimore City; requiring specified members to deposit into a fund an amount of money equal to the contribution payments that the member and employer would have paid had the member been a State employee; and reducing a retiree's allowance if the retiree has not paid the money into the fund.

Chapter 2
Maryland Energy Efficiency Standards Act
Requiring the Maryland Energy Administration to adopt regulations by January 1, 2004, to establish specified minimum energy efficiency standards for specified new products sold in the State; prohibiting specified new products from being sold, offered for sale, or installed in the State on or after specified dates unless the products meet the minimum energy efficiency standards; authorizing the Administration to delay the effective date of standards in specified circumstances; etc.

Baltimore City -- Alcoholic Beverages -- Licensed Premises Near Churches or Schools
Altering the application of a prohibition against the granting of a new alcoholic beverages license within 300 feet of the nearest church or school from the 47th Legislative District to be the 46th or 47th Legislative Districts as listed in the Baltimore Directory of 1986 issued by the Board of Supervisors of Elections of Baltimore City; etc.
