Providing that a homeowner or tenant may display in a respectful manner on the property in which the homeowner or tenant may reside one United States flag regardless of the terms of any contract, deed, or other document regarding the display of flags or decorations; prohibiting a contract, deed, or other document from prohibiting or unduly restricting the right of a homeowner or tenant from displaying in a respectful manner one United States flag; and applying the Act retroactively.
