Synopsis:

Prohibiting an individual under the age of 16 years from riding on a scooter or on in-line skates on any bicycle way, highway, sidewalk, or other property open to or used by the public, unless the individual is wearing a helmet that meets or exceeds specified standards; providing for the issuance of a warning; etc.
